Luxembourg has recently announced that it will no longer be requiring direct descendants of Luxembourg citizens to reside in the country in order to become citizens themselves. This means that if you have ancestors from Luxembourg, you might be eligible to apply for citizenship in the country now – and you can gain the benefits of being a citizen of Luxembourg without having to live there year-round!

Benefits of Luxembourg citizenship

One of the greatest benefits of a Luxembourgish passport is that it provides visa-free access to 147 countries. This is particularly beneficial if you travel often and want your travels to be hassle-free. Moreover, if you are married to a Luxembourg citizen or have children that are citizens, you can get citizenship in just 2 years instead of 4.

Another perk is that Luxembourgish passport holders are exempt from taxes on income generated abroad. If you work as an ex-pat and would like your income to remain tax-free, getting a second passport might be a wise move! It’s also worth noting that since 2000, only 1% of people holding a Luxembourgish nationality have ever renounced their citizenship.

How to get Luxembourg citizenship

Luxembourg is one of a select few countries that allow foreigners to gain access to citizenship without having to renounce their original nationality. This means a Luxembourg passport will not hinder your travel plans, you can enjoy visa-free travel throughout Europe and you won’t need a permit or visa if you want to take a holiday outside of Europe.

You can even vote in European elections! However, there are certain criteria that must be met in order to qualify for Luxembourgish citizenship. For example, candidates should be able to speak at least one language of Luxembourg (either German or French) and must have lived within its borders for at least 5 years (or be married to someone who has).

Luxembourg citizenship by naturalization

Luxembourg is a small country in Western Europe with a population of roughly half a million. It has been independent since 1867 and maintains official relations with 175 other countries, including several non-European countries. As an EU member state, Luxembourg residents enjoy full freedom of movement within any other EU country as well as access to employment throughout much of Europe.

Citizens of Iceland, Liechtenstein, Norway, and Switzerland are granted equal access to employment in Luxembourg without any work permits or special permissions necessary. Furthermore, citizens from these four European countries may live in Luxembourg indefinitely without restrictions on travel or employment options even if they have no intention of working there permanently.

Luxembourg citizenship by option

There are three ways to qualify for the Luxembourg citizenship option. The most straightforward way is to marry a Luxembourger or an EU citizen of Luxembourg (who must themselves have been a Luxembourger or EU citizen before marrying a Luxembourger). If you meet these criteria, you must wait 3 years after being married before applying for citizenship and you must live in Luxembourg during that time.

In addition, you cannot be older than 45 if you are a man or 40 if you are a woman when applying. Otherwise, your spouse will also need to prove their financial self-sufficiency – i.e., that they make enough money to support both of you. That means income tax returns and not just their corporate paperwork will be needed.

Citizenship by option can be granted in the following situations:  

  • Adults with a parent, adoptive parent, or grandparent who is or was Luxembourgish
  • Parents of a Luxembourgish minor
  • Marriage to a Luxembourgish national
  • Persons born in Luxembourg, over the age of 12
  • Adults having completed 7 years of schooling in Luxembourg
  • Adults residing legally in Luxembourg for at least 20 years
  • Adults having fulfilled the obligations arising from the Welcome and Integration Contract (Contrat d’accueil et d’intégration)
  • Adults who settled in Luxembourg before the age of 18
  • Adults with a stateless person, refugee, or subsidiary protection status
  • Volunteer soldiers

How do I get a Luxembourg residence permit?

Luxembourg Residence Permit Application Process; Luxembourg Economic Residence Permit. Luxembourg only accepts economic residence permit applications. Candidates who want to apply must live in Luxembourg while they are applying, and must submit their application online via www.lux-migration.public.lu/index?lg=en. Before you can apply, however, you will need to gather a few documents to be submitted with your application.

Residency in Luxembourg for private reasons

Prior to 1 January 2022, citizenship applicants had to show they were residents in Luxembourg prior to obtaining their residence permit. Following a change of law that took effect on 1 June 2022, there is no longer a residency requirement.

However, applicants still have to spend 10 years in Luxembourg before they can become citizens; children born in Luxembourg who meet certain requirements will also be eligible for citizenship. Applications are assessed on a case-by-case basis by officials.

Residency in Luxembourg by investment  

Luxembourg doesn’t have a citizenship by investment program, but it does offer a pathway to residency for those who wish to invest in the country. This can lead to citizenship after five years. Investment types include the following:

  • New business – an investment of EUR 500,000 plus the creation of 5 jobs in Luxembourg
  • Existing businesses – Investment of EUR 500,000 in an existing business based in Luxembourg
  • Management and investment structure – EUR 3 million
  • Holding a bank deposit – EUR 20 million, held for 5 years in a Luxembourg bank

Please note, that these residencies by investment pathways require the applicant to submit a detailed application to the government of Luxembourg. The timeline to citizenship is still five years, just as with the passive income route.

Exempt from the test

As part of its economic citizenship program, Luxembourg offers an exemption from its language test for those with a bachelor’s degree from a recognized European university. A similar exemption is available to EU citizens and workers in Luxembourg. If you qualify as a member of either group, then you do not need to take any language tests or provide proof of your proficiency.

You may still need to fulfill other requirements such as being self-sufficient and not having committed crimes (and being able to prove it). As a general rule, if you are planning on immigrating anywhere, speak or at least understand some of the local language(s). Luxembourg is not so much an exception here—though it does offer some exemptions—as it is one piece of advice among many others.

Citizenship by birth

Lastly, the children of Luxembourg citizens are Luxembourg nationals – wherever in the world they are born. In return, children born in Luxembourg to non-Luxembourg parents can also claim Luxembourg nationality if one or more of their parents was also born in Luxembourg. A child adopted by a Luxembourg citizen is also entitled to full citizenship.
